I don't believe this is true. Where did you get this information ? The U.S law only talks about real children and very realistic CGI based on real children. It does not account for drawings and CGI of fictional characters as they do not constitute as real beings.
It's very clear cut in places such as the United Kingdom and Australia where fictional stuff is outright prohibited, but nowhere do I see where something like a lewd picture of Illya from Fate would constitute being illegal in America.

It might be surprising to learn that the majority of the planet is not legally allowed to view or possess pornography at all. South Africa is the only country in Africa where it is remotely allowed, and pretty much all of Asia bans it aside from Japan (where it is still heavily censored).
To make things more interesting, I am suspecting that the number of countries banning porn is trending upwards at the moment after I noticed that South Korea joined its Northern counterpart in the ban.
By extension, loli will be the same.

But the law used for this prosecution may still be around. Whether it has changed I am unsure. It is possible that Handley would have gotten away with it had he not made a plea deal.

Loli hentai is currently banned from twitter, reddit, deviantart, pixiv, patreon, gumroad, you name it. These places are the main hub most lolicons would get their fix from. If anything these places would be among the first to enforce loli being illegal.

I have plenty of eroi loli pics in my bookmarks on Pixiv. Or did you mean 18+ loli uploads being unviewable depending on location? If you're in one of the countries affected by that region-lock (e.g, the United States), it's easy enough to resolve it just by changing your location to Japan on Pixiv's account settings. Either way, it's definitely not as oppressive as Reddit or Deviantart is about it.

It's porn in general in danger, it's not just a loli issue, how do you equate to that when they obviously affect the porn ban. It's like saying that Canada is getting destroyed because the world is getting destroyed.
